Sure, and you've been through it before? See, being from Canada, I know it better than most people. There's the French-speaking schools outside of Quebec (which means normally everyone speaks English), and so starting kids from age 4 or 5 at learning French doesn't help their English skills at all. The only way it works if you have parents doing their job (if they're silly enough to send their kids to a non-English school).

Personal example: My mother's ex-boyfriend's daughter, who is around 9, her mom sends her to a French school. Her English reading skills are pretty damn low for her age, and yet anything French (that is equal to her age) is near great.

Now sure, not everyone goes through that problem. The majority do succeed in both languages with no problems and such. I know various people who have learned second languages at a young age and it doesn't affect them. However, it does effect many other people, the minority, and it's not like it's almost tying in with the amount of the majority, but their is a good chunk of people.

If you want your child to learn a second language at an early age, go ahead! It's just, get your head on straight a make a proper decision if your child is able to not just accept it, but if it's capable of.
