I would say that with 2.29 you could probably host at least 1 full versus server and 1 full co-op server. I have a 9 mbit connection upstream and I am able to host 10 servers. The highest I've seen our bandwidth go is around 600 kb/sec. That was with 42 players on our various servers.
This would be MORE THAN SAFE for you. As far as server hardware, I'd want at least a low end core 2 duo and 2 gb of ram with nothing else running on it. In other words don't try to local host a game. You'll also want a decent hard drive (such as the caviar black 7200 rpm). Hopefully you have a static IP address as well.
My server specs are not that high and I am running 10 L4D servers, which take about 5-15 percent CPU each. Survival servers can run up on the higher end of the spectrum, while versus servers are on the low end. My server is a Core 2 Duo 2.5 ghz w/ 4 gb ram, a vanilla 7200 rpm drive for my OS and a 30 gb OCZ vertex for game directories.
Edit: BTW, I've been logging activity and importing it into excel. My CPU never goes above about 80 percent and averages 45 percent with 6 or 7 full servers.

checking with netlimiter, the download speed from the servers arent high at all, a 2-10 would do fine, but u need one hell of a server for the game to run smoothly, cuz of the hard-running AI in the server program, all the zombies and yada-yada, so 4 GB ram and a quad/dual (high end) CPU is a must.
hate joing a Quick Match and the server lags, cuz of lame ass specs.
btw, if u are running the server program on the computer u are playing on, u should need even better specs. A stand-alone computer for the server program is recommend, so nothing can worsen the progress of loading and running a game server.
