I think in the Windows Sound controls, you can check the box for your mic in the Play menu.

I think what you're after is: open the l4d console and do:

voice_loopback 1

Co-incidentally this is useful for recording your own voice when recording demo matches (by default it a recorded .dem only records the voice of the other players on your team)

Adding this to the list of stuff I never knew....
