Ah I thought the actual msg box was just a general message. At least thats what I see there when I get booted for AFK. The Message box just says 'Kicked by console.' and the custom message is in the console. Not sure if it was the same for a kick for a reserved slot.

"REFER TO CONSOLE FOR INFO " is 26 characters, so it will be truncated in the message box there but in the console, they will see the entire message above.

It's doable.....
With one caveot and one nasty use-case
1) Redirection is opt-in. The server "asks" your client to redirect, and you client is free to ignore the server. So there is no guarantee it will work *unless* you check a box in your TF2 options screen.
2) If both servers are full, the user being redirected gets "ping-pong"ed between the two servers
Primary: I'm full, redirect to top5
Top 5: I'm full, redirect to primary
Primary: I'm still full, redirect back to top5
Top 5: But I'm also still full, redirect back to primary again
....
(2) is solvable, but it isn't simple, which is why redirects haven't gone in yet.

we don't have to have a redirection on both servers. likely, we'll only enable it for whichever server is struggling in terms of connections and average players. Today, that would be the new top5 server, so the primary would redirect to it, however the Top5 server would simply kick you to console.
aren';t their CVARs we can implement to force people to have their "box" checked? I thoguht mani had some means of forcing cleint commands to be accepted. But.....I remember valve was always patching the engine to block that forced client command.

I could "ping" each client to make sure client commands worked, and boot those who don't have it enabled, but that might cause a high number of people to get booted and we'd lose a lot of traffic.
I'll go ahead and stick in the redirects, and it'll be up to the server admins to make sure it's only on one server at a time (to make sure ping-pong-ing the non-reservists doesn't happen)
