The best advice I got is to go to the steam forums for TF2 and post there/see if anyone else has the same problem.

Do you have a firewall installed? Try disabling it and see if it works. If it does work, you'll need to setup your firewall ports to be open for the ones TF2 uses.

Do you run off a router? Same thing with the router - you may need to open up ports or add tf2 as an authorized app to open up ports on its onw.
