That's not quite how they calculate DPS, else the Pyro's would be significantly less than the 153/158, and the same with the Heavy's minigun.
I'm not sure what kind of time frame they use to average the DPS, but I know it's not per-shot. At point-blank range, the rocket launcher produces more DPS than the flamer (in fact, most guns do), and I'm pretty sure the numbers I was reading were in the 180-200 area.

This has actually always struck me as a weak metric. I would like to see the amount of damage over baselines of continuous fire - this would show why the heavy's actual dps is much lower than the numbers would seem to indicate.
Several of the weapons also have very difficult DPS to calculate, because they splash or stream. For example, a minigun may kill one person at point blank faster than the flamethrower, but three people standing in a straight line will die much faster to the flamethrower than to sasha. These sorts of situations are common enough in real play to make damage per second calculations very difficult to apply.
