    Legal or Not? Well (CP)

We had an incident where members of the red team, sticky/rocket jumped over the trains into blue's side before the round started (before the gates opened). Does ttp allow this? If this has already been addressed then I apologize, but I could not find it.

Right there in the rules sticky.

I think that it SHOULD be not legal, but whatever.
Me: "But the Gunslinger is so much more fun..."
Langrad: "We're here to win, not to..."
    Me: "Have fun?" "Hahaha"

Valve DESIGNED the maps so that you could jump over.

Its tactics, its strategy. Learn to adapt and use it to your own advantage.

Indeed, it's mentioned in a developer commentary or interview somewhere. The ability to jump over the trains is a feature of the map.

Their talking about Well. During the start up time you can jump over the trains next to both gates to get a jump on your opponents. Nothing stops a rush faster than a krit soldier jumping over the train to take out your uber medic and his two heavies... I have no problem with the tactic though, just stand a little bit farther from the gate or have your own soldier/demo counter act theirs. No reason to complain about something that can be easily avoided with a little bit of caution.

When TF2 was released, that was a fairly common strategy to get a bit of surprise on your opponents... Most people figured out how to counter it pretty fast and it usually wound up having a negative effect on the team performing the action since they would quickly lose a soldier/demo.
