I watched a scout single handedly kill a medic heavy combo, long range ball beans the heavy who sits stunned as teh scout picks his ball back up and shoots the medic then beans the heavy with another ball and beats him to death with the bat. I have to say the ability to eliminate a heavy and a medic without taking any damage does seem a little overpowered.

Well, maybe what makes it over powered is that if the Scout get's a hit, then it's a kill, somehow, 95% of the time. There is NOTHING to do against it. A Sniper watching you? Don't go out. A Scout hit you with a base ball? DEAD!

I think y'all are fpcusing too much on the power level of the sandman in its current interation, and not enough on the fact that it could be the weakest weapon in the game and it would still be a bad idea. Being stunned is never going to be fun; having a weapon in the game to which there is no response is never going to be tactically interesting, no matter how much they nerf it.
Even the weapons that are closest to having no counter - let's say, sentries, headshots, and backstabs - can be worked around by someone who plays even reasonably well. Getting hit by the Sandman requires luck or the failure of your opponents to survive. In order to make this weapon even slightly fun and interesting, they need to remove the stun effect - they can replace it with sluggish handling, or wonky vision, or anything but something that removes the player from the game. Paralysis but still able to shoot would work, gun failure but still able to move would be fine too. Let the player do something to counter it, and it will be just fine.
