The bolt-action rifle replacing the shotgun was an idea I liked a while back (pretty sure I mentioned it here in an old thread), but ultimately I don't see why the engineer really needs it. The only thing I could really see it being used for would be harassing snipers and maybe demomen, but snipers aren't a huge threat to engineers to begin with and demomen are pretty much the engineer's designed hard-counter class, much like the pyro is more less designed as being a hard-counter to the spy.
65-75 damage is plenty for close range (about the same as a shotgun blast), but how would you do fall-off damage for longer range? If you gave it too much, you might as well just use your pistol, since the pistol is reasonably accurate and fires quickly (we're assuming a bolt-action rifle doesn't.) If you don't give it fall-off damage, you're kinda giving the engineer a poor man's Huntsman, and I could definitely see that being overpowered in the hands of a good player. Think Meno or Pimp with a sentry gun and dispenser.

I'd not like to see a replacement to the wrench, but added options to the engy.
1) All lvl 3 guns should allow engies to pick the secondary mount. All lvl 3 guns should have 2 gatling guns plus your choice of rockets, pipe nades, or flamethrower
2) Engies should have the option to mount their guns. They would lose their ability to repair ther gun, but gain an advantage of aiming/spamming. If they mount, they should be able to aim their gun at a 360 degree angle, but they should not be able to repair and it should take a second or two to unmount. Basically, a stationary hwguy with more punch but zero mobility.

and any engy with any sense is going to be hiding behind a corner or his dispenser anyway. A very good sniper shot can occasionally get through the sentry rocket pods as they are turning (I've done it once or twice)

I dont think they should get a backstab for getting behind someone. The spy gets the backstabs because hes weak and thats his only way to kill. Alot of the time in prioritizing targets enges are low on the list. If I had to worry about an instant kill from some hillbilly engeneer (Failed out of college perhaps) then it would blow chunks. Spies are strong because they can instakill any class an enge dosnt need that.
I think the bolt action rifle would do the same at range althrough it would have a maximum range of say.... the length of Goldrush 2nd map defence spawn to the upper Upper levels of the attackers tunnels. It wouldnt need a drop off because of the length of times between shots. This would be a very good weapon for fighting back vs a sniper, soldier, demo spamming your stuff from range but if you wernt near your gun it would suck vs any class. I think it would have near 100% accurasy, agian due to the time it takes to recock the weapon. This would make it very difficult for a single soldier or demo to spam a gun away because the enge can now effectivly fight a ranged opponent but it would severly limited any close ranged encounters.

The issue I had with a bolt-action or lever-action rifle is that with no falloff damage and 65 damage per shot, Spies, Scouts, and Engineers are dead in two hits, and everything except Soldier and Heavy are dead in three. Remember, the sniper rifle is a bolt-action weapon, yet you don't see the time it takes to chamber a new round stopping talented snipers from routinely popping people consistently.
The rifle would either have to have falloff damage (thus making it plain inferior to the shotgun) or it would have to have its damage lowered considerably (this time making it inferior to the pistol.)
The Engineer is not designed as being a combat class. Stop trying to make him one!
