Maybe we're thinking about this the wrong way. Maybe instead of stopping an enemy, it slows him down a bit, and gives him impaired vision. Seeing double, view sway ect. Can still move and shoot, but it will be hard to accurately hit something.
If anyone plays Fortress Forever, kind of like the Tranquilizer in there, mixed with the Conc nades.

gotta let the spy have some other means of killing people other than his knife. Taking away his pistol cripples him.
Basically you wuld be turning the spy into a fail stabber, and with the razorback losing its speed penalty would greatly hinder the spy's ability to kill a sniper with that equipped.

How about something more like a tazer, it would act sort of like pyro fire with its effect but would slow the target by some amount. Jumping in the water while it is in effect would make it do "crit damage" and pretty much kill the target. It would last about 5 seconds or so. Knifing would damage the spy but not very much so there would be a consequence for using it. This weapon would make it so a spy could get away easier and take down faster targets like medics, scouts, and pyros (if they are lucky). It would be semi-long range (up to about 2 meters or so) and would need to recharge over about 20 seconds (to reduce spamming) and could not be recharged with metal. What do you think?

Since I can almost never get on the TTP servers, I often play on another that has a Roll the Dice mod for comic value.
One of the power ups is tranquilizer ammo. Your shots will slowdown and blind your opponents. (visual effect is fade to black when shot).
If done correctly is very very powerful, you can knock out the entire opposition quickly and just leave them sitting ducks for a team-mate. But most people just keep playing normally while they have it.

4 shots, 4 targets who have all become easy Sniper bait.
I play on that server too alot halcyon (I think we've played at the same time too, not sure). The worst rolls are bionic, any class with Scout speed (even revved HW) and toxic, anything within a radius of you dies for 10 seconds.

It's basically game determining provided that Heavy can stay alive and it's the only roll that stays active until you die or map restart (all those servers are 40+ points and 24/7 one map). There's also a newly added roll that gives you taunter ammo, anyone you shoot taunts for the next 5 - 10 seconds.
