I think the server music is at a fixed volume, whereas game sounds (including voip) are controlled by the TF2 volume settings (in your audio menu). So, if you turn your volume either way up or way down (I think up) then it will make the server music quieter by comparison. Try it for yourselves... it works for me.

Obviously this method will also require turning down your overall Windows volume or just your speakers themselves.
