Stopwatch Mode?
Would it be a good idea to implement this on the appropriate maps?
I broadcast gaming videos on Twitch TV and my finished videos are on YouTube! Recently I shoutcasted the Counter Strike Tournament at PAX Prime 2012!

It would be cool but I don't think it would work because stopwatch mode uses tournament mode - which means each team has to ready up with F4 which doesn't work on a pub.
Griefers could just keep unreadying unless an admin was on.
It would then also require individual configs for each map type (which is what leagues have to do)
A "push" config for 5 point maps and a "stopwatch" config for payload and dustbowl/gravelpit. Not sure if lonestar could be programmed to recognize the map and exec the right cfg.
However What I've wondered is if this could be a lonestar admin initiated ability where an admin turns on stopwatch manually (its just one cvar mp_tournament_stopwatch) after putting up a yes/no vote for stopwatch. Then the admin on each team could deal with problem makers.
The default configs could then have "mp_tournament_stopwatch 0" so that stopwatch was always removed on map change.

You play the map and set a time, and the other team has to beat your time. So on gravelpit, if you cap all three points in 8 minutes, the other team has to do it in 7:59 or lose.
Payload, if you push the cart through x checkpoints in far in y minutes, the other team has to beat those checkpoints and time.

It's really not fair to run the maps in stopwatch mode in a public setting. Stopwatch mode has no way to compensate for ragequits or different class selections, both of which are dealt with in comp play where it is utilized. Stopwatch mode would end up punishing a team for poor performance such as having no engineers defending B on Gravelpit or half your team leaving after a seemingly impossible cap time was set.
Not to mention what has just been displayed in this thread, having to explain stopwatch mode every time it comes up, even though the game states it on screen.
It would be nice to have, but would end up just causing more frustration.
