The fan dumps the damage out quicker. Its better for scouts who have a harder time aiming. Instead of aim shoot aim shoot aim shoot its aim shoot shoot.

The Sandman makes the Scout more useful on defense, as it was kinda lacking sometimes. The FaN is more some more mobility for some traded power.

was it that hard to figure out Wats?

Not hard, just kinda disappointed, I feel the Scout Update was the worst one as the only good thing to come from it is Bonk. Everything else is just kinda useless now thanks to all the nerfs.
