Of course you can, you just can't pay for the full copy of TF2 for anything else anymore. So if you don't have access to a credit card, you can't have a friend gift it to you since the only way to get the full copy if for YOU to buy something in the store. (Or retail)

He was very clearly referring to gifting TF2. Not virtual items.

How To Play TF2 Now That It Is F2P

1-Make a new account
2-Add $5 to your Steam wallet
3-Buy two keys
4-Get premium TF2 Account
5-Trade said two keys to main account
6-Idle with newly obtained free account
7-Get free promo item for "a friend" upgrading to premium after you "coached" him
8-Laugh at Valve for getting a free idle account for keys you would have bought anyway
9-Profit
10-Repeat until you're done giving Gaben your money

We need more players (and fragmeat) on our servers and you guys know that. So if free to play brings them to the server we'll deal with the minority of people that try asshattery.
