Cause before today's update they were craftable, two paper hats = new hat via the "rebuild headgear" recipe.

Wait, won't the hats be a whole crapton cheaper now because they're uncraftable? Why would uncraftableness make the hats worth more?

You've got it backwards. They were 1 refined because they were craftable. Now they will be worth very little because you can't craft them anymore.
