It's sitting in the downloads approval queue

Fixes:
- chat commands not showing up when used (you type "timeleft" and the command works, but you don't see "timeleft" as a chat message.... seeing it helps other players realize the command exists)
- nextmap should be more accurate when forcing the map to change or setting the next map
- More validation checks on reservist management, which will hopefully purge that "ghost" we've seen. And even if it doesn't, it should be spitting out more debug info that I can hopefully use to track down what's really going on.

BD, I would really help for me to have access to the logs so I can search them for errors, warnings, and other debug output

To update:
- Just FTP lonstar.dll to the server, overwriting the old one.

This also lets us know who the culprit is if some dumb ass spams "timeleft" over and over and over...
