Admin powers not working

The admin powers in DOD are not working .. I talked to a few other admin and they can't pull up their admin list or in game commands either.

The actual number at the end remains the same.

Of note is this new format is the format Left4Dead has been using since the beginning, and it now appears they've switched over the other orangebox games to now start using it. Our TF2 and DoD servers were affected, but the CSS servers are still fine.

The consequences of this is that all of the lists of steam IDs need updating
1) Admin accounts
2) Reservist accounts
3) Banned steam IDs

All that needs to be done is globally replace every instance of "STEAM_0:" with "STEAM_1:"

I already fixed our TF2 and DoD servers
