There is a chat box/shout box but its only for prems/admins/mods/staff people
As Razman said there are a lot of sites to setup chatrooms. I used to use something called Chatango to talk to friends who own Nintendo DS rom sites/servers.
You don't need an account but you will have to sign in as anonymous.
You can even have your own url to link straight to the room
ex: <random name (l4dforums?)>.chatango.com
I honestly say that the shout box should be open to public. But what is my opinion worth when I'm just a lowly member.

I'm surfing youtube in search of actually good videos. If you haven't already, I would recommend looking up, "Nostalgia Critic" on youtube. The fans from his site post his videos on youtube, and they are usually around 20 minutes long, and multi part affairs, so they kill time quickly.
The guy is a hilarious critic who only rants about how terrible a movie is. Criticism is always enjoyable. When the talking ducks enslave us all, we will finally get our happy baskets of pudding.

^Lol, watch Avgn, much better than that Nostalgia ass, Avgn rants about bad movies also, but he mainly do rants about videogames(over 50 vg rants), movies(only couple) and board games.
He also rants about stuff from real life like post-offices without pens, too much cream in bagels, security stickers on dvd and so on.
He is also movie director and actor, but not professional.
