Kirby, game I never cared for.
They're not looking for a label so much. They're not trying to push themselves. They want to be discovered, and prefer word of mouth and just getting out and playing. A CD would go a long way towards doing so. They could sell or give out their music, and that would be plenty for now.

I like the path your brother's band is taking. It shows they care about the music; that always makes me happy. Maybe a local college would have the equipment. Good mastering technology and software (especially Dolby<---very important) is a must as well. The Dolby process basically takes in all of the sounds from a recording, drives it all up by 20dB, and then pushes it all back down afterwards, which cuts out a lot of the crap and bad sounds leaving only the juicy good sounds. This innovation is why Dolby is used so much.
It looks like the band also has some stage presence. Without that, even a good band will be horrible live. The more they play, the better it will get. I guess the best way to put it is: I like Barely Blind live; they're awesome. They do an awesome show and really get the crowd pumped up even on the not so good songs. Their album on the other hand...well...I'd put it into rotation, but it wouldn't touch my specialty show where I play what I want. They do care about the music. Sure, they'd LIKE to get known for it, make it big. Who wouldn't? But they don't want to get in and out. They want to play their own shit, not something someone hands them to play.
A major problem for them is money. They all grew up in a small town, don't have good educations, etc. None of them makes a particularly large amount of money. Coming up with money for studio time isn't easy. Now, if they could find a good deal or someone willing to do it for free, that would be great. Even if it's not spectacular, something of decent quality would be good for them. Something outside of a tape recorder or recording via mic to a PC.
