Honestly, it's hard to fit out a frig to handle PVE without some cost prohibitive mods. I mean you might be able to run a lvl 2, but if you wanna fo that route, look into Destroyers and Assualt ships (T2 Frigates).

Civil is pretty close to T2 drones. He could use a few levels of drone interfacing though. It's a lovely skill.
