Getting to unintended places
Since it's been decided to not allow MAV riding as it allows a player to reach places the developer did not intend to be reached, what is TPG's position on using air vehicles to reach places not intended to be reached such as the cranes and buildings on Oman?
The tall building at Hotel can be climbed via ladder so that would seem to be a place the developers intended to be reached. Obviously the developer didn't add stairs or ladders to other places, so would using the helicopter for example be considered circumventing the developers intentions?

IMO the developers intended for everyone to be able to ride in vehicles and be able to parachute out of said vehicles, so anywhere you end up after that is fair game. The MAV however is not a personnel vehicle and was not intended to be used as an elevator and should not be used as such.

I think that the overarching idea is that you shouldn't be using a glitch or exploit to get to places that other players cannot get to without using the same glitch or exploit. MAV Riding is a glitch or exploit, and has been characterized as such by the devs and will be patched out of the game at some future date. In the meantime, we kick/ban those who are guilty of using the MAV to reach otherwise inaccessible places. Places that come to mind are on top of the highway on Tehran, and on top of some of the tall pallets/containers in some of the warehouses on Sharqi.
With that said, on maps where there are air assets the rooftops of buildings are not inaccessible. In fact, anyone who happens to fly over those in a helicopter or a jet can get there. No MAV riding needed. So while there are no ladders or stairs to make it easy to get there, there are also no glitches or exploits used in getting there.

Once air assets come into play all roof tops become fair play. The mav exploit problems stems from maps like highway where their are no air assets to get to top of ramps. Any map that has no air assets also has the the developers seal of if their isnt a ladder or steps you shouldnt be there. Thats also not to say if an admin sees someone mav exploiting on air assets map they wont be banned. Riding a jet/helo to get some where out of reach of ladders is totally different than riding a mav that was never intended to be a form transportation.

IMO if they didn't want you there they would have closed the areas off or instakill you when you land there. Making all surfaces you can stand on fair game. In reality you can just put your spawn beacon a little south of the building you want to get onto and respawn to drop onto it.

You are correct in the statement that they could have done that. However they didn't.
The fact that they didn't make certain areas "instakill" doesn't, therefore, imply that all surfaces are fair game.
That is true, it is possible to do this and it would be using physics and equipment that are available to all players and which are not classified as an exploit or a glitch by the devs. Spawning in and and controlling where you parachute/glide to is fair game.
Nevertheless, there are places in game that are inaccessible via air assets (either because there are no air vehicles on the maps or because the area is indoors). There are also areas in game that are inaccessible via spawn beacon/chute (because they are indoors). Those are the places that MAV riding is a clear exploit and detrimental to the game as it provides an unfair advantage to the players/team using it. That is bannable, and should be.
