Runs low on 30-40 frames (I prefer really smooth 60+ frames) and feels a bit choppy.

There's something wrong there.. that setup should be able to run smooth 45+ on high/ultra

Actually, BF4 is more CPU dependent. There's a lot of extra calculations going on that can't be offloaded to the GPU. The game has been optimized for 16 threads meaning it could max out pretty much any CPU in existence right now.

Battlefield 4 uses AMD's "Mantle" API, including the PC version.

Who are you able to talk to in game?
Is it an in-game VoIP or is it through Battlelog?

It is in-game voip.

You have a couple chat key binds. One is squad only chat. The other is team only?(need confirmation)

It's the same as BF2 & 2142. It works with a key binding (squad). You join a match and you can talk to any squad mate who has VoIP enabled. Then at the battle screen and loading of new map you can also use VoIP. It uses ESN which is the same provider for BF3 except now it's totally integrated into BF4 allowing for much more dynamic VoIP experience (IE. being able use VoIP in load screens and scoreboard).

PS: Their will also be a Squad Leader to Commander channel (but beta doesn't have commander enabled)

The "Mantle" version is not what is shipping. The Mantle API won't go live until a December patch on PC. That was announced at the AMD Conference last week.
