I believe its an issue with definition and enforceability. To make it a rule you have to define it. When is the server considered primed and vehicles allowed? When is it considered enforceable? How would you notify the population joining that this special rule is in force? How would you enforce it? Is there a way to tell the server to not spawn vehicles below a certain population level? The people priming aren't always admins (though usually I am sure there is one around)

I don't think those are problems at all. You define the rule just like you would any other. Pick a number and say that is when we consider the server primed. I know in the past people have said 6v6, 5v5 may even be good since its a whole squad. It is considered enforceable whenever you are priming the server. You would notify the population by putting it in chat like we already do for other rules. You would enforce it by having admins enforce it. You can't stop the server from spawning vehicles but thats what the admins are for if it was a rule.
I'm not trying to say there should or shouldn't be a rule, I'm just saying it brings up the question.

It's a question that has been asked MANY times before, and the answer is still the same. There is no rule for or against the Gentleman's Agreements. They are not enforceable by the admins, but be prepared to be called out and verbally assaulted.
A GA is just that. A loose agreement among the players trying to PRIME the server. All it takes is one asshole to come in and drive everyone off and negate the time that many have put in priming. Many times, it's not a reg that breaks the agreement, but a random connect (the very people we are trying to anchor here). This is where the word "gentleman" comes into play. Either inform them of the agreement and they play ball, or it's fight fire with fire time. Either way, be a gentleman about it, and maybe they will like what they see and stick around. Either way, a random connect can't be expected to know of the agreement, much less follow it. As for the regs......usually not the problem. They are the ones putting the work and time in to get a proper game going, so regs usually live up to the GA.
And in BF2, it was usually 10 v 10 and game on. Still, though.....never, ever enforced by the admins. Ever.

The beauty of TPG is the simplicity of the rules. Be a teamplayer, follow the chain of command, don't teamkill. Anything after that is fair game. Adding explicit rules like "no armor until 5v5" would be a pretty stupid rule and would bring absurdity to admin roles. Ever find another server which had "no stupid rules" in its name, but upon joining you found that it did indeed have stupid rules (like no armor in uncaps, no mortar, whatever)? TPG is great because the people that play here may voluntarily opt to leave the vehicles behind and play with pistols/knives/whatever. If you don't like it, nothing's stopping you from being a pussy and getting in armor with 5v5. The rest of us will enjoy playing infantry-only.

I'm fine either way but I prefer little to no armor if it's low population. Two issues that I see. First is getting a general agreement to not use armor. Anyone new joining or non-tpg, there's usually a problem with them understanding or agreeing. Issue two, it isn't a rule. If someone wants to use armor, we shouldn't be disrespectful to them. Deal with it, grab armor if you want and move on.

Sometimes, Frag reminds me of someone else who also has some very strong opinions. Both are passionate about teamplay and TPG, and only want what is best for the servers, so slack is cut, and opinions are listened to and noted.
We all play for the name on the front of our jerseys, and not the one on the back. Frag, much like many of us, only wants to make our little playground bigger and better, and sometimes wears his passion on his sleeve. Nothing wrong with that.
