It's a real sign from South Africa. I got it off of a BBC photo album on the BBC news site. They asked people to send in real, bizarre sign pics.

something interesting with AoWC website. They advertise there pricing from Dallas TX for a public ranked 2142 64 player server as "Yearly 3 months free (30% off)!" for their pricing. Last time I checked there are 12 months in a year and 3 months free is 25% ((3/12)*100) not 30% off. So they can't seem to host or count.

No, they mean if you sign up for a 1 year contract, you get 3 months free.
