Twitch games are where you need to have really fast reaction times and it seems like the game is in fast forward all the time. That's about the best way I can explain it.
I personally don't think TF2 is a "twitch game" but it definitely is a different change of pace than 2142.
Now COD4, I think is a big time "twitch game". I have joined a few times but I can hardly stay up with those guys.
