Default Weapons
Krylov > SCAR-11 Advantage PAC Krylov just feels more accurate.
Moretti > Park Advantage PAC Better FOV in scope.
Takeo > Pereira Advantage PAC Bigger clip and faster rate of fire.
Bianchi > Shuko Advantage EU Easier to kill with the Bianci over the Shuko.
Turcotte <> Malkov Push No real advantage here that I've found.
Sudnik <> Mitchell Push Ditto.
Vehicles
Nekomata > Tiger Advantage PAC Hovertank FTW.
Doragon > Talon Advantage PAC The Doragon seems to win more battles head to head.
Reisig > Bogatyr Advantage EU Love the miniguns instead of the particle blasters. Looks better too.
Shepherd > Yastreb Advantage EU The guns on the Yastreb are buggy and sometimes don't kill anything.
Groundhog > Romanov Advantage EU Purely on aesthetics, the Groundhog wins.
Ocelot <> Bandit Push Evenly matched and they are about equally as ugly.
Tally: PAC 5, EU 4 Advantage PAC
Note: These are my personal preferences and perceptions, not any real quantitative assessment of one being better than the other.

Re: PAC or EU?
Psycho knows what he's talking about. The PAC pistol is a pea shooter..When the zombies come, I'm grabbing the Pereira. Or when some bunnyhopping fool tries to get my tags and a few shotgun blasts isn't enough.
Wicked, doesn't the EU sniper have less cut out in its FOV than the PAC sniper?
Of course then again remember that this is a game, and has been ballanced (more or less) so there are no real 'good' and 'bad' weapons, just varying degrees of user skill. I'm sure there's someone out there that could take a SCAR-11 and own us all when we had all our unlocks.

Re: PAC or EU?
EU, mostly on aesthetics. I think default PAC armor (not NS) looks better than default EU, though their black-and-green makes about as much sense against a white backdrop as the EU's bright orange "Shoot me!" signs.
I much prefer the Tiger to the Nekomata. On a map like Tampa, where I might have to mix it up in close quarters, the Nekomata will perform better, but I prefer to use tanks more like they're supposed to be used in real life - high-powered sniping platforms. The Tiger doesn't rock back after firing, and because the turret moves independently of the chassis, aiming is much smoother and efficient. If I've gotta kill something in close range, I'll run to a Rorsch or hop into a walker.
The SCAR looks and sounds better than the Krylov, but the Krylov feels like it's a better performer. Both go through ammo stupidly fast, though. The Pereira doesn't function as well as the Takao (in my experience), but it looks and sounds so much better it's no contest.
The Bianchi and Shuko perform identically as far as I'm concerned, but the Bianchi looks and especially sounds much better.
Sniper rifles are for pansies. I don't use them. Moretti looks much better than the pawn shop special Park 52, though.
Sudnik looks better than the Mitchell; the Mitchell looks like it should be an anti-air weapon. I'd think one big rocket would work better than four tiny ones on armor.
Riesig looks ridiculous good compared to the Bogatyr. Miniguns are win.
The Romanov earns points for sheer size (that fucker is HUGE), but doesn't look as good as the Groundhog. The Romanov looks like a Mars rover, not an APC.
The Talon looks better than the Doragon, but the Doragon looks pretty good herself.
I can't even imagine trying to compare the Shepard to the Yastreb. The Yastreb is hideous.
The Ocelot looks better than the Bandit.
Aside from the Clark 15B and the SAAW (I don't use pansy sniper rifles, remember), I can't see much reason to bother with unlocks... the default guns perform great. I can definitely see using the Lambert if you wanna do the commando thing as Recon, but I like being able to heal myself and others... and rockets are so stupidly overpowered you'd be crazy not to abuse them.
