I would support this change.
Up to 28 players, the game is fine. The moment they hit 29 or higher, the server starts acting up and giving us grief with its rubberbanding and general unwelcome lag.
It may not solve client-side lag problems, that's up to the players' ISP; however, what reducing the max should solve is the server's bandwidth load. Remember that the destruction 2.0 system is very taxing on the server, having to report the same physics breakdown of a building to about 32 players at max.
28 players max vs 32 players max may not seem like a large difference, but the server does have a threshold where it'll be fine on one end of the threshold, and laggy as hell on the other side.

We can't keep 3 servers full all the time. We can barely keep 2 servers fully populated. Making a bunch of knee-jerk configuration changes to suit a small portion of our population won't buy us anything. DICE has already stated there is a patch coming that addresses the network issues. Making any changes before this patch comes out doesn't make any sense.
