As already mentioned, the map rotation won't cause or cure this. Yes, there are some strategic "do or die" objectives at the start of some maps.
BUT ... to prevent ppl leaving due to base rape, simply make a rule against it - No attacks on UCB with vehicles or arty. At least that would give the besieged team a calm environment in which to regroup and attack instead of being pwnerized.

Is there any chance of getting city maps out of the #2 position? The first map rarely gets all the priming done on its own (sometimes none at all if people continuously leave with only 8 players). Then your stuck chasing your tail on a city map, which is extremely boring and seems like a waste of an otherwise good map. Even if you do get some people in on the first map, the population always seems to stagnate or even dip on the second one. Two priming maps in a row to start (ie Oman/Dalian/Daqing/Kubra) seems like it might help.
