Sounds like if a player is banned all of the recent effects, or all of the effects they had on their teammate's and opponents. So a loss to a cheater won't hurt you, and wins playing with a cheater won't help you.

It's also to help deter rank boosting. I bet there's a lot of pissed off people right now....lol.

Although, in my opinion people with VAC bans shouldn't get to play on MM servers, either. Why they're able to is baffling.
