    I got the same error, I restarted steam and it still doesnt work. any other suggestions?

    If its still not fixed, search the CSS forum for the same error. I know Jello has posted a fix to this before in the past and it is a more permanent solution that restarting steam.

    Restarting steam does not always work. what u have to do is log out of steam then log back in and it should be fine
