Not sure about the actual tool doing anything to your rates, but the max setting depends on your rig, really. Also, you can force v-sync in settings, which will cap it at 60 exactly. Anyways, my FPS can fluctuate from 250+ FPS to 80 or so, so capping wont do much good if it flows in between a huge variable.
Just my own opinion.Why no rank?
Because that isn't why or how I play.

I have an ATI 5750 and I seem to get good frame rates but I get choke out the ass when I get into a fire fight. I just changed my in game video settings like Idunn posted. My other rates are:
Rate - 15000
cl_updaterate - 66
cl_cmdrate - 30
cl_interp_ratio - 2
cl_interp - .1
cl_smooth - 1
I really just want to get rid of the choke. I have an 18m DSL connection.

For rates, as stated before, it's going to be different for everybody depending on your connection and relation to the server, but I like:
rate 30000
cmd 66
updaterate 100
interp 0.02
interp ratio 2
Idunn suggested a few things for me when I was having trouble playing on my wife's computer.
Try this
In your GPU control panel:
-set AA and AF to application controlled
-vertical snyc to force off
-change from high quality to performance
In-game settings:
-put everything to high
-water detail to simple.
-TURN OFF color correction, vertical sync, motion blur, and rendering (optional but I'd try it)
-high dynamic range to none
-AA&AF both to 2x.

Run my fpsmax at 125, even though the pixel transition rate on my monitor is 5ms, One frame every 8ms seems fine. Yes I can distinguish the difference between 60, 150, 300 but the limit is less taxing on my system. Less heat spilling out the computer in summer is rather nice . I certainly noticed a drop from 250 to 80 much more than 125 to 80. Your eyes/brain adjust better to stable framerates, and I agree it's best to have as little variance as possible.
I run with an 8800GTX ultra, so the game runs great even at max settings. But to limit the variance even more I have tinkered about with the settings and found these to be the most important for me visually. AA/AF, Shadow detail, Model Detail. These also are the biggest resource eaters during intense firefights. AA/AF/Models help me with acuity at a distance. Reason for shadows apparent.
So due to personal preference it's a bit of a no win. Would just need a card that wont ever drop below 125 and set my limit there. (or accept something lower such as 60-80)

It helps alot with fps and some with ping. Since the update, some commands are invalid cl_interpolate,etc. It does take away sprays but all you have to do to get them back is take out mp_decals "0" and it should be fine.

I have had a huge improvement in my game play. I spec'ed players while dead. Adjusting my interp and watching where they are shooting at the models. Assuming where the models are, is what I'll see.
