Kicked for reservist slot in empty server?

Hey so I have been trying to join one of the TPG servers. It has one person in it, but I keep getting kicked for a reservist slot.... Ideas?

Naw, That server isnt working no-more, you gotta go to the test server, i think it gives you the IP when it redirects ya.

yep and it redirected me and then kicked me for reserve slot
