First, I don't want to be over critical on this as I know being an admin is not an easy job, this is just an observation.
I've noticed the past few weeks that the score will hit 10+ to 0 (or close) before payers are swapped by admins. However after the payer changes the other team wins the next 10+ rounds in a row. This does bring it down to the 14 to 14 round but loosing 10 rounds in a row is very frustrating on either side.
I guess my question is at what point do admins see that the teams need to be balanced?

I'm not an admin, however, it may be that your observation also sees more than is stated:
What about the teeth-smashing pricks on the winning side that do not move themselves?
I think it is fun to go T side most of the time, outside of Pira and Italy (to name a minute few). I also have a sick fetish when the job to make calls is mine, to try and make the CT side start the RTV process within 5-7 rounds. I admit to being a bit of an ass, with that being said.
If we are beating the crap out of CT after 6 or 7 straight, I will recommend 1-2 of our top players make a move. It is just a descent thing to do.

Admins are constantly talking in game asking each other if they need help with the other team and what not. Most times when you do not see a team balance until late like that is because the admin(s) feel that the teams are equal in the amount of regs and skill on each team and that other factors like communication need to be improved upon before an actual team switch is implemented.

big meh, it's hard to tell. I was playing yesterday with Action and [SsT] Trig at losttemple and we went 14-3 on T side..now temple is one of the most balanced maps and at the time we just were extremely coordinated. I think teams did get switched but it didn't help the losing side. Usually on a full server there isn't more than about 3 non-regs per each team. If I see more than that I usually start to get bitchy and shake my head at the newcomers a lot. In my opinion each team should really have at least 2 people who know what they're doing which is why I agree with Duddy that teams should be balanced per reg numbers.

I'm playing mostly T and I think the admins are doing a good job with the team balancing. They let us get some good wins on hard maps because they know it will become a nightmare when the CT's starts to communicate and work together. and those 10-0 games that ends with 14-14 brings alot of fun to the last couple of rounds.

Usually if a team goes 6-0 its time to swap players around. But at the same time, if the other team has some great players and just need to get their shit together, then that's it. Most maps are one sided or unbalanced, so swapping the right player can cause a landslide. For ex. If Ts are rolling on cbble, swapping the right player can become a slaughter fest for the Ts for the rest of the map. In most cases the CTs or Ts need to communicate better and execute teamplay, vs. Swapping players around. In other instances, you have the pro CT'er stack CT on the easy side map after map that needs to be swapped around, god forbid his K
goes down...
