Declining FPS

My FPS is nowhere near it's capability recently.
It sits around 58 and dips down to about 15 when I am close to teammates/action.
It used to be over 150 on a regular basis.

I tried searching for other threads where this has been brought up but failed miserably.

I need all possible solutions/causes/suggestions.

Have you updated or done anything with your graphics drivers recently?

I talked to vocal and we figured out what problem was, his fps_max was set to 0 in his cfg, which must've defaulted to 59. Which he was mostly getting.

I think I need to figure this out also. Savage do you think you could post the commands for the FPS. I usually just put them right into console, but isn't there there a folder where it will be locked in place?

Lower your resolution? Turn rag-dolls off theres a lot of things that could help it.

I use the cevo fps config
Most fps increasing commands are used.

Even just now on de_inferno it was unplayable (around 30 fps) during rushes.
All settings are lowest/off
