I am sorry but if your still running Windows ME on your Athlon 1 GHZ system with 256 MB RAM then it time to get a new pc.
If you cant alt tab out of a game without your system having a brain fart then either it time for a minor upgrade or a new system.

Possible fix could be a 28 man server. I highly doubt 4 more players would create such lag spikes but the game was designed for way less. Before release they upped it to 28 for PC then just before release they jumped it to 32 slots. Reconfiguring of the cores to handle BC2 can also be adjusted. They were in the first go around but wasn't intensely monitored, to my knowledge that is.
VOIP can be resolved with TS. Mumble is also and option, I think. We will just have to encourage those visiting that TS is available or make it readily available for them.
Procon is leading the pack by far. Easy to set up, easy to maintain, and has options to scroll in game messages, and different levels of powers that can be given to admins.

Really? I didn't realize I was running windows ME. I apologize that I can't afford a super awesome pc right at this time but if that's what it takes to play your godly game then I'll just have to wait until I can afford it
Btw my pc is about 3 years old. If you really think I should upgrade then that completely destroys the big argument you made against console gaming a few weeks back. Pick one or stop grasping at straws.

Big Brother Bot was one of the worst admin mods we ever had to deal with from a management (IE high admin) point of view. It was buggy, cobbled together and rarely updated. The slightest little thing would break it and render it useless. It was a slightly glorified step up from raw RCON commands.
I would have to see really solid evidence that it actually is capable of interfacing with the BC2 server, with the TS server and put players on the right teams and squads. Because frankly, I don't believe it.
All in all, I do not think that BBB is a viable admin mod for what TPG needs.
