Kinda. I think they are doing a "Pay for feature" thing instead of a monthly fee. So there will still be "fees", just not on a subscription level. Thats what Ive seen it as, if someone would like to correct me if Im wrong, go ahead.

Correct. It's using the same business model that Guild Wars used - major content packs, or expansions, will be released reasonably frequently, and you'll have to buy those content packs as you would an expansion pack for a game. They've already said Sandstorm (the first phase of which is already live) will be released free of charge, sort of to show what they can do and to try to get more interest in the game. Assuming things go well, I'd guess the next major content push would be the first one you'd have to purchase. Presumably, they realized that there's no way in hell they can directly compete against World of Warcraft and its smaller kin in the pay-to-play market, so they're going with a business model that won't directly compete with WoW and its lessers for player base.
As for whether I'd recommend it, I'd definitely say Global Agenda is fun for a casual player. Right now, there's precious little available for a hardcore player (the player base is currently much too small to field a truly competitive field of players), but I still play an hour or two of it a day, because it is pretty fun - I'd say it's better than TF2, honestly.

And just to show some actual gameplay, I'll link a couple of amusing videos.
Medic point-of-view for the game's 4v4 Arena gamemode. Arena is a gamemode where you grab 3 or 9 of your buddies and queue together and fight other teams of players. The only gamemode it works on, as far as I know, is Scramble. Scramble maps feature three (or more) control points, but only one point is active at a time, so it's a scramble for the teams to get to the point, gain control of it, and capture it.
Assault point-of-view for Mercenary PvP, which is the bulk of the game. Mercenary is the gamemode where groups of random players (you can queue with a single buddy if you'd like, though) go up against other groups of random players across the five game modes - Control, Breach, Scramble, Demolition, and Payload.
