Ok, so not really, but those tin foil theories make me laugh more than the real reason.

It has to be the first two, we all know the government doesn't check into fraud, its why we can all live like millionaires on Social Security, welfare, etc. =p

I think this article is asking the wrong question and ignoring another critical point. The Department of Homeland Security has ordered over 1.4 billion rounds of ammo in the last 6 months alone. This does represent a huge increase in ammo purchases over normal trends according to reports I have read. They also bought over 200 military drones with deployable weapons systems like shotguns as well as 50 or so lightly armored vehicles that can be equipped with 30mm cannons. I think they are calling them "mobile pillboxes". Why do you think they did that? To fight terrorists?

The ammo isnt much over the normal for the amount of people they have that carry firearms. I believe federal level qualifies twice a year plus ammo for target practice in between. The drones and armor if those numbers are true is over kill for their particual job. This is a prime way the government could have saved money. The military has drones and if needed could have been deployed for a homeland security mission. They also have plenty of armor that could have been used. Its not like we sent all of our shit to the middle east.

I thought of that but the problem is that homeland security doesn't buy all the ammo for federal agencies. So, we're talking DHS only. The drones and armor are googleable... Just take a look. I'm on my phone right now and I don't have time.
