Only because we have let it be that way. As a global community we have become to soft and places like NK and Iran know it. If we/the UN we're to actually say enough is enough and if you dont stop we will bring the hammer down on your ass and then actually followed thru instead of places sanctions we wouldn't need to fly anywhere. A phone call would be more then enough at that point. That is why Saddam was so damn surprised with a deadline of 12:00 and at 12:01 Bush sr let the troops open up on his ass. Fear is a powerful motivator and if everyone knows when the line is drawn and you dont respond in kind you will get your ass stomped people think twice about continuing with their bullshit whether its face to face or not.
As for face to face it serves no purpose at this point in time because everyone knows it doesn't matter. Besides we dont need to jet anyone over there when we have embassies that could get the job done. That is one of the reasons they're there to begin with.
