The way its been reported so far, is that people can request a federal voting registration form, thus not needing to show I.D. If they use the state form, it still falls under state law.
When I first heard of the ruling, I figured it was about the I.D. at the polls things. Personally being it is for registration, which in a thread looonngggg ago it was pointed out that voter registration fraud is an issue, can't say I have an issue with I.D. requirements to register to vote (I haven't read much of the arguments against it).

Too bad voter fraud is not a problem in the USA. The statistics are such a small fraction of a percent, it is just laughable. The sad part is how much of our tax dollars are being spent on this issue when they should be spent investigating the evident voter suppression.
The Election Board members and Supervisors of Elections should be investigated and the obstacles preventing people from voting need to be knocked down.
There is no reason it take me 30 seconds to vote and take 18 hours for those in a more "ethnically diverse" neighborhood. Even 45 minutes from me in West Tampa, my friend had to wait 4 hours.
It is bullshit, and this voter ID crap is just one more boot to be put on the thoat of the lower class.
Whats next? A catch and release program after rounding up alli minorities and tagging the ears of the legal ones?

Its already been proven an issue and what makes it worse is its impossible to tell to what scale its a problem.
When it only effects minorities you let me know because as far as i can tell its an across the board deal. Im not against getting more voting machines but where i live we did paper turn ins. Amazingly enough i had no wait. The few cases of extreme waiting when compared to the vast majority of the nation doesn't show an economic difference. It does show the people running that district need to be replaced. Which could have been handled that same day if they were really upset about it.

Using your logic I'll say that I don't think speeding is a big enough problem to have laws against it. Only an estimated 20% of licensed drivers get speeding tickets each year. Obviously these laws are unfair for the other 80% who clearly aren't speeding. It's unfair to assume they will speed when only 20% do.
Clearly speed limits should be abolished.

The first part I'm not sure the numbers on registration fraud, when it comes to voting at the polls I agree it is a ridiculously small small amount to really be an issue. It sounds like you are talking about the "show ID at the polls" laws, which I agree are largely bullshit. In terms of registering to vote though, there is a case registration fraud is an issue (Death might remember, but I think he posted a video months ago where they found 460, at the least, in one county or something. Don't remember fully off hand), which this law was addressing.
