Horseshit. It has never been show your DL. Its always been proof of identity. Which an id card will do and every state has programs in place for those that can not afford the 10 bucks to receive assistance to get one. Having an ID is law having a dl is not.

Go ask them. If i had to make a guess some get caught up in the fact they have been here so long they think they should and others may just to get people into office that have plans for things that they would want. Why would they go collect unemployment, food stamps, welfare, medical aid, schooling, and so forth being a non citizen? Kind of a stupid set of questions being applied isn't it?

Shit florida even passed a law a while ago where homeless get a free id card and anyone financially burdened can receive assistance. I dont know how many states went to that extreme but i think its obvious your wrong on it being a burden to minorities and the poor.

It doesn't defy logic. There are many reasons an alien might want to vote. And I am sure that those reasons range from benign to malicious.

I don't have the urge to vote in German elections. But just because I have no motive doesn't mean that someone else doesn't have a motive.

If the state gives away a free ID card, how is it a hardship for anyone?

Proving citizenship is not hard. As a foreign national, I have to do it all the time. No big deal if you are in the country legally.
