Does their process work?
Lots of places, both private and gov't, use ancient tech. Many of them do so because there's no money for new stuff, or because they've got brain-dead administrators.
But not all of them. And even so, why fix something that works?
Seriously. If having floppy discs be part of the work flow keeps the work flowing, then what's the problem?
Back in grad school, I had a prof who still used WordPerfect for DOS. He still does. I thought it was funny back then, but now I think it's practical. He doesn't give a shit about software. All he cares about is getting stuff written.
So while I hope my federal government isn't continuing to invest lots of money buying new floppy-based infrastructure, I don't care if they keep using the stuff they bought long ago.

Considering it costs nearly a dollar per disk (floppies) you would think that switching to cd's at a minimum would be a smart move considering you can get those for roughly 15 cents apiece.
Or even 256MB usb keys which would hold ~200 floppies worth of data and can be had for as little as a dollar in bulk.
So many more efficient ways of doing it.
