Yeah because its pretty easy to avoid colateral damage when the cowards pick those spots to hide and lord knows they never hit any innocent people lobbing those make shift rockets over the wall.

Israel is like the older brother in the scenario where the younger siblings pick a fight with him then run out in front of mommy (the world) yelling "He's trying to hurt me!"
