    Definitely domestic terrorism.

    Terrorism is defined as this (coming from my Terrorism class): putting fear into people to change governments (international terrorist = foreign policy, domestic terrorist = domestic policy and/or foreign policy).

    Then he had us reiterate, "Terrorism is all about political change.."
