I would think of it as a safety lesson. Such as requiring a "safety" drivers license.
It's my right as an umericun to die by drowning. First they want your guns, then they want to give you swimin' lessons. The tyranny!

    j/k

Oh, you're "Part" black, the white part of you can swim.
    haha

One of my old roomates in school was from Germany. His mother was white and from Germany and his Dad was black and from Kenya. (His dad was actually as black as night) Anyways, I asked him once about being black or white if you are both, he said if you have any percentage of black in you then you are black, always. He said there is no such thing as part black.

If I am ever in the situation were I fell overboard and had clothes on, I could make a flotation device from my pants/shirt. I learned to swim when I was young kid with swimming lessons paid for by the parents.

Swimming and wilderness survival should be taught to everyone.

As for your plane analogy, the fact that the planes receive less maintenance is absolutely relevant to the story. It could very well be a key reason why the plane crashed, so it is important, especially if that one airline's planes are crashing at a higher rate. Same thing here. While not directly related to the story, it is important information to note that African-Americans drown at higher rates. They do the same thing when they mention crime rates in a city in a story about a specific crime. There is nothing nefarious here and you are making a big deal out of nothing by focusing all your attention on race.
You are correct I linked the wrong story in my initial post it should have been the second link. I'm sorry for that confusion but even in the second story I just wanted to know the details of the event not a history lesson on the whys and wherefores if I was interested in that at the end of the story there's links entitled see related.

Apparently I'm not the only one that noticed the parental failure.

Why, why, why would you go to a river if NOBODY in the group can swim. To watch your children drown, unimaginable. I was saved from a lake as a 3-year-old by my mother who could not swim. I am glad she at least tried to get me out. Mark As Violation

This is devastating and breaks my heart, I feel for each of those kids. It also angers me that the parents didn't provide any floatation devices knowing that nobody in their group could swim. You're supposed to protect your children and unfortunately this is the outcome of not doing so. RIP little ones Mark As Violation

ABC News gave these stats: 69% African Americans cannot swim; 59% Hispanics cannot; most Caucasians can, and they 'blame' the latter because of this statistical anomale (where is the research?), saying swim lessons, pools were and are much more available to them. this is about parental responsibility. lessons are available in any city with a public pool. this sneaky blame game excuse is lame, and divisive. #6, so true. Don't blame the pool / lesson are not available to them, it's their parents don't send their kids to learn. Or, they don't spend time to teach them. Another AP race card throwing irresponsiblely.<br/>Decades of segregation? Unbelivable. Mark As Violation

rode my bike about 5 miles to our local YMCA for my swimming lessons. My daughter had her swimming lessons also at the Y. Dont understand how you can let your children near water if they can not swim. RIP little ones!! Mark As

Yeah, because in this day and age, that type of shit never happens.

Why is race a factor I mean racism isn't around anymore, they ought to just give it up. Can't they see that there is a black President? If there is any bit of a sign that racism doesn't abound in our country than a black President............. Oh, wait a minute. Damn.
