That's a pretty black and white view of the world.

Ok it could be black and white but the view is the reality of the situation. If it was your family being held at gun point what are you going to be asking for the 12 hours negotion with possibilities that they get shot and killed or the one shot in the head for the purpetrator? Im going to stick with put a bullet in the fuckers head and hope the next asshole was watching tv to see how his plan was going to turn out.

Actually i would preffer it if their were no negotiators. You do some shit like this the first bastard with a clear shot shouldnt even have to wait for a command to fire. Sane or insane the result is going to be the same one less asshole in the world that thinks his goals are more important then everyone elses.

I'm not all about shooting first, but if you have a mentally unstable person holding innocent people hostage, it's almost a no brainer to shoot him if he stands by a window.
