North Korea says civilian deaths, if true, very regrettable | Reuters

"... the enemy should be held responsible for the incident as it took such inhuman action as creating 'a human shield' by deploying civilians around artillery positions and inside military facilities."

I highly doubt sk was using human shields around its artillery. The more likely cause is incorrect shelling asimuth and i agree the party should be held accountable.
