He started in those conditions under suicide watch and remains there because of what blake already stated. Even if suicide wasn't a concern he would still be in solitary. Your confusing civil and military justice. In the civilian world you are given the benifit of the doubt and released. In the military the may release you to you barracks under watch or something of that nature but his charges are serious so he remains in a place where he can not jump the fence so to speak. Thats not third world its what he agreed to before he signed his contract.

This is nothing more then you dont want to look and if anyone gave it to you all you would do is try to pick it apart. In the end he is charged with it and the must have proof in order to take it to court as a charge and no you, i, or anyone else has to see the documents to say it real. That will be those sitting in the court room making that call. Leaked or not the material is still classified and thus will be hard if possible to find any documents supporting the charge.
