That's exactly what it is. This has been the deal in NY for almost 20 years, and the court case that set the standard turned on that point. If men can go bare-chested, so can women.

I've seen these rights exercised, and not only in the city.

This story shouldn't be filed under "boobies!", it should be filed under "dumb cops" - though I guess neither of those are page-1 stories.
