HR2306 Ron Paul (R-TX) and Barney Frank (D-MA)
After an unsuccessful war on drugs, Congress will be considering a law that will decriminalize marijuana. Congressmen Ron Paul (R-TX) and Barney Frank (D-MA) are co-sponsoring HR2306, a measure that would effectively end the Federal Government's war on one drug.
This Proposal however leaves it to the States to determine their own laws. Much like alcohol.

As I have said in other threads like this... decriminalizing and legalizing are two totally different things.
Decriminalizing = its still illegal, just a lesser form of punishment (ex. fine instead of jail time)
Legalizing = fully legal and no punishment associated with it

Deathgod...
Care to explain how Argentina, Australia, Belgium, Costa Rica, Croatia, Czech Republic, Estonia, India, Mexico, Netherlands, Peru, Spain, and Uruguay manage to be signatories, yet have some degree or another of decriminalization beyond medicinal? There are other signatories dancing around there, too.

Pretty sure they're signatories, unless there's another document I'm unaware of.
A couple of these examples don't enforce small possession, or cultivation for personal use. Others only fine for possession. Basically the same as decriminalizing. Decriminalizing is not legalizing, so I think it's allowed under the treaty.
