Well if were going to use old ways to prove positive of new ideas or laws then you might find this interesting.
"The Minnesota tax is $3.50 on the sale of each gram of marijuana and $200 a gram for heroin and other narcotics. And the tax stamps are emblazoned with the state seal. Texas has stamps that sport a skull-and-crossbones--with Drugs or Tax written across the face."
"In the end, the tax does not bring in very much revenue. Minnesota has collected only $1.7 million in taxes and penalties from drug dealers over the last five years--out of a total of $35.6 million in confiscated drugs--barely enough to pay for running the program."
NARCOTICS : Dealers May Find New Drug War Tactic Very Taxing : States are placing levy on illegal sales. Failure to pay it can lead to huge penalties if traffickers are caught. - Los Angeles Times
Going by that taxing narcotics will barely pay for the program regulating it.

"A hard core group (see the chart)estimated at between 5 and 6 million have more serious drug habits, and may spend $100-$500 dollars a week on purchasing their drugs. These two groups - hard core users and casual users - spend approximately $60 billion dollars a year, according to U.S. government estimates."

Heroin costs $2,600/kilo in Pakistan, but can be sold on the streets of America for $130,000/kilo (retail). And synthetics likemethamphetamine are often even cheaper to manufacture costing approximately $300 to $500 per kilo to produce in clandestine labs in the US and abroad and sold on US streets for up to $60,000/kilo (retail)."

Thats 65 billion for the year.

You see how much the cocaine consumption has declined since the 80’s according to your article? that’s about 50%.
The Mexican drug cartels don't produce heroin that I know of. Let me see if I can find some statistics on the current consumption of these two (mj and coke)
